Renovation, Commissioning and Project Closeout

How to renovate a building while people keep using it, prove its systems work and hand it over properly, following one Minneapolis contractor through the phased renovation of an occupied hospital wing under AIA A101 and A201-2017: phasing, shutdowns and occupant protection; infection control risk assessment under the FGI Guidelines and ICRA 2.0; existing conditions surveys, laser scanning and slab scanning; hazardous materials under the asbestos NESHAP, OSHA and EPA's RRP rule; concealed conditions, construction change directives, unit prices and contingency; the commissioning process under ASHRAE Guideline 0 and Standard 202; checklists, start-up and testing, adjusting and balancing; functional and integrated systems testing; fire alarm acceptance testing under NFPA 72 and integrated testing under NFPA 4; punch lists, substantial and final completion, retainage and lien waivers; turnover, training and records; and the warranty year, post-occupancy evaluation and a closeout plan for the next project.

What you'll learn

  • Plan renovation work in an occupied building, including stakeholders, phasing, shutdowns with a method of procedure, restricted work windows and occupant safety and communication.
  • Assess infection control risk using the FGI Guidelines and ICRA 2.0 and design containment with barriers, anterooms, negative pressure, HEPA filtration, monitoring and safe water practices.
  • Investigate existing conditions with records, interviews, condition assessments, laser scanning, slab scanning and exploratory openings, and record findings in an as-found model.
  • Identify hazardous materials in existing buildings and plan their control under the asbestos NESHAP, OSHA's asbestos and lead standards and EPA's RRP rule, with clearance before reoccupation.
  • Manage concealed conditions and changes with prompt written notice, change directives, unit prices, risk-based contingency forecasts and time impact analysis.
  • Explain the commissioning process under ASHRAE Guideline 0 and Standard 202, including the OPR, BOD, commissioning plan, roles, design reviews and the issues log.
  • Use construction checklists, factory tests, start-up, piping and controls checks and testing, adjusting and balancing to prepare systems for functional testing.
  • Plan and run functional performance tests and integrated systems tests, including failure modes, emergency power, trend logging and sampling rules.
  • Test fire alarm and life safety systems under NFPA 72 and NFPA 4, manage impairments, test sprinklers and inspect firestopping before occupancy.
  • Manage punch lists, establish substantial and final completion under the A201, and handle retainage, partial occupancy, lien waivers and final payment.
  • Deliver turnover: specific O&M information, a systems manual, record drawings and model, asset data, warranties, credentials and training for every operator crew and user group.
  • Manage the warranty year with claim handling, seasonal testing, a ten-month review and post-occupancy evaluation, and write a closeout and commissioning plan for a new renovation.
